Blue Harbor is transitional housing built around The Sailor's Code — a structured, accountability-based program that gives residents a furnished room, a clear framework, and a crew to see it through. We serve veterans and individuals reentering from incarceration in Decatur and Riverdale, Georgia.

Blue Harbor serves veterans and individuals reentering from incarceration who are exiting housing instability across Decatur and Riverdale, Georgia, with a structured, program-agreement-based model. Every resident enters under The Sailor's Code: a clear set of expectations around accountability, sobriety where required, and forward motion toward stable, independent living.

We are not a shelter and we are not a clinical provider. We are a housing assistance and placement resource serving the greater Atlanta, Georgia area — coordinating access to the VA, reentry services, and community partners our residents need, while holding the line on structure inside the house.
